Jay High Groundskeeper arrested on felony sex offense charge; Sims Middle Dean put on admin leave

A groundskeeper at Jay High was arrested Monday on a felony sex offense charge after allegedly soliciting or engaging in a romantic relationship with a student, and the Dean of Students at Sims Middle School was placed on non-disciplinary leave pending an investigation. 

A Santa Rosa County District Schools spokeswoman says the District is aware of the recent arrest of Kevin Ross Dunning, 52, who had been a contracted services employee with ABM:

“A report concerning this individual was received on September 9, 2025, and the employee was immediately terminated. Santa Rosa County District Schools acted swiftly to ensure this individual was no longer employed or present on any district campus and referred this matter to state agencies and local law enforcement.We are working closely with ABM and law enforcement to ensure all appropriate actions are taken. The safety and well-being of our students remain our highest priority. As this is an active law enforcement matter, further inquiries should be directed to the appropriate authorities.”

Dunning remains in jail. He was issued a $25,000 bond for the second-degree felony charge.

Additionally, the District confirmed that effective September 11, 2025,  Sims Middle School’s Dean of Students, Joshua Parm, has been placed on non-disciplinary paid administrative leave, pending the outcome of an investigation. The District has not yet provided further details on the case of that investigation.
