Driver had joint in mouth when approached during traffic stop

Gulf Breeze Police Department on May 30 was dispatched after a report was made about a vehicle driving erratically on Pensacola Bay Bridge.

Dispatch advised cops that the suspect was reported to be driving slow and unable to maintain his lane.

Investigator Sgt. Steff Neff was able to locate and stop the vehicle in the 200 block of Gulf Breeze Parkway.

According to the arrest report, the suspect had a joint in his mouth when Neff made initial contact.

The report states the suspect, later identified as Stanford Legerald Ruggs, 41, of the 5300 block of Stage Coach Trail in Gulf Breeze, was ignoring commands. He was subsequently removed from the vehicle.

Police described Ruggs as “lethargic” and delayed in provided responses to questions.

Ruggs agreed to perform field sobriety tasks and did so unsatisfactorily. He was arrested on a charge of Driving Under the Influence and transported to GBPD for processing before he was booked into Santa Rosa County Jail. He was issued a $1,500 bond.
